Haringey SEND Transport Survey

Contemptuous Communication in a time of Covid-19

I am not sure what you call a 'conversation' when one side is so clearly abusing their power and bullying the other side

We finally got our clarification letter regarding the SEN Travel Annual Application form - ours 'got lost in the post room' AND 'they got our email address[es] wrong ... ... and the dog ate their copy of  Haringey's SEN travel policy?

So, we did get a 'sorry, not sorry' apology, which failed to meet 3 out of 4 of the points raised about the original threatening and distressing letter

We asked for

1. Not giving them deadlines with in the 12 week period when we are all in social isolation (ok - not specified)

2. Not threaten to remove an essential service to 550 disabled children, but instead, (Still there)

3. Remove the very unnecessary re-application form, and  (NOT in the policy)

4. reassure them that the needs of their vulnerable children will be met? (Not done globally to all parents, but I understand that this is being addressed on a case by case basis  - so, if you CALL the department, at THEIR discretion, you MIGHT get help - if they like you)

Our email today to Cllr Brabazon, the Chief Exec and the Director of Children's Services

At this time when parents are struggling to balance so many responsibilities, against a backdrop of multiple anxieties and uncertainties, might it not be appropriate for the local authority to consider how it can help alleviate the stress of parents by:

1. Not giving them deadlines with in the 12 week period when we are all in social isolation

2. Not threaten to remove an essential service to 550 disabled children, but instead,

3. Remove the very unnecessary re-application form, and

4. reassure them that the needs of their vulnerable children will be met?

New for 2020! Haringey are running a SEND transport consultation - this is an on-going consultation and we will update as the work progresses

Consultation Watch / Coproduction Watch

LGA checklist reference Notes
Make sure the consultation is necessary Yes. The DFE's draft Home to School guidance (the draft guidance) says in paragraph 92. Local authorities should consult locally on proposed changes to their home to school travel policy.
Set clear objectives We have yet to see it written down, but we have been told by Haringey "All options are on the table".
Co-ordinate the exercise We have yet to see it written down, but we have been told the Haringey are co-ordinating with schools.
Allow sufficient time 94. Consultation should last for at least 28 working days during term time. (the draft guidance)
Document costs There are of course huge costs for parents involved in the co-produciton of this work. So far we have: 1. Read consultation guidance 2. Visited Brighton PCF 3. Attended a 2 hour meeting with Haringey 4. Been asked to write the survey. We will be liaising with SEND PACT and have already been in touch. We have reviewed previous surveys by Contact and Haringey Involve.
Select and recruit participants 92... As a minimum this should include consulting: - schools whose pupils will be affected by the proposed changes, including those located in other local authority areas; and - parents whose children will (or may) be affected by the proposed changes, including those whose children attend school in a neighbouring authority, and those whose children may be affected in the future; ... ... This could include consulting the local authority Parent Carer Forum. (the draft guidance)
Select an appropriate method We are having an event and a survey
Promote the exercise We are promoting the exercise and we have been told by Haringey that they will produce some materials to share.
