When co-producing - to give stakeholders a sense of co-ownership - and you just walk away with our ideas and say you'll do what you like with them, you are crossing a boundary

From the Difficult Parent
Re: the Haringey SEND Transport Event
On the surface, Haringey parents would have seen a SEND Transport engagement meeting went well for parents. But its a little bit more complicated.
Difficult parent designed the data collections around the borough’s 5 priorities. And all aspects of the day, including the speech notes, the focus group layout, the timing of the day, the survey questions, were designed in order to do hypothesis testing for the equality impact assessment on the 9 protected characteristics of any changed to SEND Transport in Haringey against the priorities in the borough plan.
Our work included attending meetings and visiting Brighton and speaking to parents there.
As the work gets completed, suddenly, the LA start getting obstructive:
1. We were told that you can’t use survey monkey because of GDPR. But we found evidence to disprove this
2. Then the LA top answering phone calls and emails etc
3. Then I go in to the council offices on a pre-arranged visit when the purpose was to put the survey onto their system. What happened that say was an officer, who doesn't have GDPR training, refuting the questions.
4. On the night before the event, I am told that I am kicked off the analysis of the focus groups and the questions (after it was noted by the AD that the questions were designed with the final report in mind). They will carefully select AN Other Parent on merit to do this.
5. Next us and Marta Gave are shut down in the meeting.
Could all of this be because it was us and Marta Gave who got the original £650,000 ‘invest to save’ contract knocked back from Overview and Scrutiny Panel because of the lack of coproduction?
In essence, having identified the need for parent engagement before there are ANY changes to SEND Transport, then designed that process to get the required data to assess the impact on parents, we were shut down at the meeting and have been shut out of the data analysis.
So that should tell you all you need to know about that!
